The Village Hall is held in Trust for the use of the inhabitants of the parish of Upton with Fishley without distinction of political, religious or other opinions.  Uses include meetings, lectures and classes and other forms of recreation and leisure with the object of improving the conditions of life for the inhabitants.

Elaine Mitchell is chair of a group of volunteer Trustees who manage Upton Village Hall on behalf of the community.
